The United Kingdom and the United States have announced a significant trade agreement that will preserve no levies on UK pharmaceutical shipments going into the American market.

The Terms of the Accord

As part of the deal, the UK has agreed to increase expenditure on pharmaceuticals through the public health system. This commitment ensures that duties on these vital goods will remain at zero for a duration of the next three years.

This agreement follows recent threats to significantly raise tariffs on patented pharmaceutical imports, with potential rates floated up to one hundred percent.

"This deal with the UK bolsters the global environment for cutting-edge drugs and introduces much-needed fairness to transatlantic pharmaceutical trade," an announcement said.

Commercial Importance

Pharmaceuticals are one of the UK's most significant goods shipped to the United States, which is clearly the primary buyer for major companies like GSK and AstraZeneca.

Statistics reveal that in the one-year period to the end of last September, the UK shipped pharmaceutical products worth over eleven billion pounds to the US. This amount accounted for a significant portion of British export trade in that timeframe.

"This guarantee protects work, stimulates capital expenditure and paves the way for the UK to emerge as a international leader for life sciences," the Business and Trade Secretary remarked.

Specific UK Commitments

The deal involves several specific commitments from the British government:

  • Revised Affordability Limit: The UK will increase the price threshold at which it judges new therapies to be too expensive by a quarter.
  • Higher Drug Budget: There is a goal to raise overall NHS spending on drugs from 0.3% of the national economy to 0.6 percent over the next decade.
  • Refund Ceiling: The sum drug companies must refund to the NHS to stay within budget will be restricted at fifteen percent. Previously, refunds were more than 20%.

Industry Background

The deal follows a protracted dispute between the drug companies and the British authorities over medicine costs and regulatory access.

These tensions were heightened by claims that American customers were paying a premium for the equivalent treatments than people in the Britain and the EU.

Over the last 18 months, several major pharmaceutical investments in the UK have been delayed or abandoned, while multi-billion-dollar investments have been directed toward US facilities.

The Science Minister acknowledged that the NHS had to spend more on drugs, noting that its spending on drugs had declined as a proportion of its overall budget over the previous ten-year period.
